WELLINGTON, New Zealand (AP) ? When American Jeffery Lowrance this month pleaded guilty in federal court to wire fraud and money laundering after running a $25 million Ponzi scheme, he was just the latest in a long list of criminals to take advantage of liberal company laws in New Zealand.
Like other criminals before him, he found that for about $130 and a small amount of online paperwork, he could set up a shell company in New Zealand without stepping foot in the country or having any financial presence. He registered First Capital Savings & Loan to an Auckland address but ran his scheme from Panama.
The World Bank ranks New Zealand as the easiest place in the world to set up a business, a point of pride for the island nation, which seeks to encourage trade and investment. But the system is open to abuse.
In an alarming case two years ago, a New Zealand shell company, SP Trading, leased an airplane that was seized in Thailand while carrying 35 tons of rocket-propelled grenades, surface-to-air missiles and other weaponry. The plane had picked up the cargo in North Korea and was headed for Iran. The crew, four Kazahks and a Belarusian, were incarcerated and charged with possessing weapons.
Soon after that, New Zealand's Companies Office set up risk-profiling teams to scour the company register for suspect companies. Since 2010, they've found 2,600 illegitimate companies, and have been de-listing companies that don't comply with various rules at the rate of more than 1,000 per month. Yet with more than 560,000 companies now registered in New Zealand ? one for every eight citizens ? the database is large and growing.
And in the case of SP Trading, it wasn't until two months ago that the Companies Office finally removed it from its register of legitimate businesses.
The European Union became concerned enough that last year it struck New Zealand from its so-called "white list" of countries that require only minimal customer due diligence for transactions involving financial and credit institutions. Concerned that New Zealand could be prone to money laundering and terrorist financing, the EU reaffirmed this year that New Zealand wouldn't be on the list, which includes Australia, Canada and the U.S.
That's been an embarrassment for the developed nation which is regularly rated among the world's least corrupt.
Last week, New Zealand's Commerce Minister Craig Foss introduced a new bill which he says will tighten the rules by requiring each listed company to have a New Zealand-based agent who will bear some legal responsibility. But even if passed by the parliament, the new law would not come into effect until mid-2013 and would not go far enough to satisfy some critics.
"It's about balance," Foss said in an interview. "We are renowned for our ability to get companies up and running in New Zealand. We need to balance that ease with our obligations to make sure we are doing what we can to stop abuse."
He said the new rules would dovetail with anti-money laundering legislation that is being spearheaded by Justice Minister Judith Collins.
Yet some say New Zealand has yet to get serious about stopping abuse. Financial blog naked capitalism has repeatedly accused New Zealand of playing the equivalent of the arcade game "Whac-a-Mole" by knocking down illegitimate operators as they pop up but not dealing with the systemic problems that give rise to the abuse.
"There are significant gaps in New Zealand legislation, especially concerning the registration and supervision of companies," said Michalis Rokas, the Charg? d'Affaires for the EU delegation in New Zealand.
Rokas said EU member states will likely review whether New Zealand can be added back to the white list if and when the country enacts the proposed new laws.
Alastair Stewart, a spokesman for the Ministry of Business, Innovation and Employment, wrote in an email that authorities are aware that operators like Lowrance are abusing the system and they're undertaking a wide program of work "to further reduce the misuse of New Zealand's-registered companies and protect our international reputation."
Records indicate that Lowrance, who once lived in Houston but was last year extradited by federal authorities from Peru, set up his New Zealand company in early 2007. The Companies Office didn't shut it down until mid-2010, eight months after the U.S. District Court of South Dakota issued a $42 million default judgment against Lowrance.
According to another civil judgment filed in Illinois, Lowrance told his 400-plus victims they would get returns of up to 7 percent each month by investing in his foreign currency trading scheme. In fact, Lowrance kept the money for himself, the judgment says, using some of it to fund an unsuccessful religious newspaper called "USA Tomorrow."
Lowrance's victims included a 78-year-old retired Illinois school teacher and a 77-year-old California woman who sold books and flags on eBay.
Under the terms of his plea deal in the criminal case, Lowrance is due to be sentenced later this year to a maximum 15 years, 8 months in prison.

INDIANAPOLIS (AP) ? Jimmie Johnson fondly recalls watching the Indianapolis 500 as a kid in California, rearranging the couch cushions so he could pretend he was sitting in a race car.
Johnson's grandfather was an A.J. Foyt fan. Johnson liked Rick Mears. And now Johnson might be mentioned in the same breath as those two drivers and other Indy greats.
Johnson stamped another exclamation point on his racing resume Sunday, a dominant drive that ended with his fourth career Brickyard 400 victory.
"I'm able to join racing legends, my heroes and people I looked up to my entire life," Johnson said. "To join them was a huge, huge honor."
With the win, Johnson joined Hendrick Motorsports teammate Jeff Gordon as the only NASCAR drivers to win four times at the historic 2.5-mile track, which has hosted stock car racing since 1994.
The victory also puts Johnson among some top names in the track's record books.
Only three drivers have won four Indianapolis 500s: Foyt, Mears and Al Unser Sr. Formula One ace Michael Schumacher won the U.S. Grand Prix five times on Indy's road course configuration.
Johnson took it all in during a unique family moment of his own after the race, taking a victory lap in a pace car with his wife, his daughter and his crew guys all piled on board.
"You can actually soak in the moment, and look around and realize that you're at the Brickyard ? and won ? was really special," Johnson said.
And while his daughter, Genevieve, enjoyed playing with a microphone in Johnson's postrace news conference, they couldn't convince her to join in as they completed the tradition of kneeling to kiss the yard of bricks at the start/finish line.
"She wasn't into it," Johnson joked.
Johnson also won the Brickyard in 2006, 2008 and 2009.
"They're that good, and they deserve it," Gordon said.
Kyle Busch finished second, followed by Greg Biffle, Dale Earnhardt Jr. and Gordon. Polesitter Denny Hamlin was sixth.
It was a rough day for Matt Kenseth, who came into Sunday's race with the Sprint Cup Series points lead but was taken out of the race in a late collision with Joey Logano.
While Johnson ruled the day, Earnhardt walked away with the points lead ? 14 points ahead of Kenseth.
"We've persevered all year, and we've done good work all year," Earnhardt said. "I think it is a bit of a confidence booster, something I'm proud of because we've worked hard all year and we've got something to show for it."
But Johnson's big moment was seen by another disappointing crowd at what still is considered one of the Sprint Cup Series' most prestigious races.
After drawing huge crowds for more than a decade after the first NASCAR race at Indianapolis in 1994, attendance has been sagging in recent years. The front-stretch stands were fairly full but there were sparse crowds in the turns.
The track estimated that attendance was 125,000, although media estimates were lower.
Jeff Burton's flat tire brought out a caution with 36 laps to go, giving the leaders an opportunity to make their final pit stops.
Johnson, Brad Keselowski, Gordon and Busch all took four tires on their stops ? but Biffle only took two tires, allowing him to come out of the pits first.
The race restarted with 31 laps to go, with Biffle taking the lead and Johnson fighting off Busch to hold on to second.
Biffle's lead didn't last long, as Johnson went around him on the front stretch with 29 laps to go.
"It didn't really matter if you were in front of him or not, he was going to pass you in about four or five laps anyway," Biffle said. "His car was just really, really good."
Joey Logano then spun and collected Kenseth, leaving his car banged-up and smoldering. Kenseth was OK ? but his points lead was gone after he finished 35th.
"Everybody was just running everybody in the back, and you could see it was just a matter of time before the wreck happened," Kenseth said.
Johnson got a flawless restart when the race went back to green with 20 laps to go, then pulled away from Busch in the closing laps of the race.
Keselowski was going for a weekend sweep after winning the Nationwide Series race at Indianapolis on Saturday. And for a while, it looked like he might pull it off.
Keselowski and the No. 2 team experimented with a different pit stop strategy than the rest of the leaders, attempting to set up the possibility of stretching their fuel mileage at the end of the race.
Keselowski pitted on lap 91, while the rest of the leaders pitted under caution four laps later.
But Keselowski's car got loose after the race restarted on lap 101, and he slid back to seventh ? a significant setback, given how hard it is to pass at Indianapolis.
"I just made too many mistakes," Keselowski said. "It's hard to be mad with a top 10. I'm not mad, but no, I'm not happy. I want to win these races. I want to be a legit contender to win the big races and we were today. I just didn't close it out."
It was a tough day for Carl Edwards, whose engine began losing power only a handful of laps into the race.
In his first race with new crew chief Chad Norris, Edwards qualified second but began dropping in the field after an apparent engine malfunction. Edwards finished 29th, left Indianapolis 12th in the points and is in danger of missing NASCAR's season-ending Chase.
"We have to take chances," Edwards said. "We have to go race. We can do that, we can race like that. It will actually be a big relief in a way because there is no other choice. We just go race for wins. I wouldn't bet against us. We can do it."

NEW YORK (AP) ? In the age of social media, NBC now has millions of television critics who make their opinions known about every aspect of Olympics coverage instantly.
They've even set up their own hashtag on Twitter: (hash)nbcfail. The online complaints focused Saturday on NBC's decision to air the marquee swimming event won by American Ryan Lochte on tape delay in prime time, and Friday on the network not streaming the opening ceremony online. Sunday's critics started early: people wondering why the U.S. men's basketball team's opening game aired on a cable network while women's cycling was shown on NBC.
The conversation is so active that NBC's executive producer of the games, Jim Bell, took to Twitter to answer critics and even change the way NBC is doing something in response.
"(hash)nbcfail is filled with a lot of crying and snark and humor, but NBC can actually learn something from it," said Jeff Jarvis, a media critic who writes the Buzzmachine.com blog.
Complaints about tape delayed coverage are an evergreen with Olympics held on foreign soil. But the London Games are the first with Twitter, Facebook and other social media sites in full flower, in a mobile phone era where people carry computers that instantly deliver news in their pockets. It has amplified the impatience of viewers who want to see events on their large-screen TVs instantly and haven't been mollified by NBC's decision to stream the events live online.
James Poniewozik, Time magazine TV critic, tweeted that "NBC tape delay coverage is like the airlines: its interest is in giving you the least satisfactory service you will still come back for."
That drew a quick response from NBC's Bell: "You do know that all sports events are being streamed live right?"
"I do, indeed!" replied Poniewozik. "Have enjoyed it. Apparently a lot of folks still prefer watching it on TV."
NBC says it saves big events for prime-time airing because that is when most viewers are available to watch them and where the network makes the bulk of its advertising revenue. Since prime time on the U.S. East Coast coincides with 1 a.m. London time, there are no events to air live then.
Jonathan Wald, who produces Piers Morgan's CNN talk show and used to work at NBC, tweeted that "the medal for most Olympic whining goes to everyone who complains about what happens every four years. Tape delay."
One of those complainers, in fact, was Morgan: He tweeted his disdain Friday for NBC's decision not to make the opening ceremony available live.
The advent of Twitter makes it seems like there's a lot of unhappiness when the majority of viewers are watching NBC on tape delay and appear satisfied with it, Wald said in an interview.
NBC can point to television ratings justifying their approach. The Nielsen company said the opening ceremony drew more than 40 million people Friday, the most ever for one of those Olympic events, and Saturday's first night of coverage saw overnight ratings up 8 percent from Beijing four years ago. Many at NBC believe the social media conversation only fuels viewership.
Jarvis said he believes NBC could satisfy fans by, for example, televising events like Lochte's race live in the afternoon and then repeating it at night. He acknowledges, though, that he's not the one who'd potentially be risking millions of dollars in advertising revenue if such a decision cut into prime-time viewing.
NBC has tried to "hold on to old media strategies in a new media world," Jarvis said. "And that's a mistake."
Some of the online complaints seem to take special glee in bashing NBC, with a few describing it like an Olympic sport of its own. Some are quite personal, like the CNN producer who tweeted Sunday: "No USA basketball in my hotel room. Why they aren't putting it on NBC's main channel is beyond me!"
Bell, in some of his back-and-forth with online critics Sunday, answered one tweeter who described herself as a St. Louis mom and complained about NBC's "Nightly News" on Saturday airing results of events that hadn't been shown on the network yet. Bell tweeted that he'd look into it, and shortly after told her that "Nightly News" would announce a "spoiler alert" to tell people to avert their eyes if they didn't want to see results.
Not everyone's a critic, though.
On Sunday, the account for the U.S. Olympic sailing team tweeted: "this is by far the greatest sailing TV coverage in Olympic history. Wonderful moment for the sport."

What Fraction of Bankruptcies Is Caused By Medical Debt?
We don?t have to look very far for an answer. It seems that the authors are reluctant to take their respondents seriously when it comes to an understanding of their indebtedness. The survey clearly states that only 29 percent of the respondents believed that their bankruptcy was actually caused by medical bills. This number sounds like a reasonable approximation of the actual impact of medical debt on bankruptcies. In fact, it accords well with other findings in the literature, including my own. In an AEI working paper, I showed that when medical debts (as a fraction of income) rise by 10 percent, we are likely to observe an increase in bankruptcy filings induced by those debts by approximately 27 percent. In other words, if between 2001 and 2007, medical debts increased by about 10 percent (as a fraction of income), the study suggests that about 27 percent of the total filings during this period can be attributed to medical debts. The SCF shows that for all families, total debts as a fraction of income actually have increased by roughly that 10 percent figure over this period. Therefore, even if all of this increase was due to medical debts (which is unlikely since mortgage debts are ten times higher), the additional bankruptcy filings due to medical debts should be 27 percent of the total. Another paper by Domowitz and Sartain estimates the fraction of medical bankruptcies at about 30 percent, half of what the Warren study finds.

CHICAGO (AP) - The Cards almost had five of a kind.
Matt Holliday, Yadier Molina and Lance Berkman started a power show by the St. Louis Cardinals, who became the first team in eight years to hit a home run in each of the first five innings and went on to beat the Chicago Cubs 9-6 Friday.
Matt Carpenter and Allen Craig also connected off Travis Wood (4-6), whose five homers allowed matched the Cubs record.
Molina hit a two-run homer in the second, with the rest solo shots.
"The flags were blowing in, but the ball was still carrying," Cardinals manager Mike Matheny said. "There were just a lot of hard hit balls. "Whenever you can mix five home runs in five innings, that's pretty impressive."
Carpenter put St. Louis ahead 7-6 when he homered on the first pitch of the fourth, and Craig homered into the left-field bleachers in the fifth. The previous team to homer in each of the first five innings was Houston against Colorado on Oct. 2, 2004, according to STATS LLC.
"All those balls were crushed," Holliday said. "None of those were cheap home runs. If the wind was blowing out, those would have been a lot more impressive."
Lance Lynn (13-4) tied New York's R.A. Dickey and Washington's Gio Gonzalez for the NL lead in wins despite allowing six runs and eight hits in five innings. Jason Motte completed four shutout innings for the Cardinals' bullpen, getting three outs for his 23rd save in 27 chances as St. Louis won for the seventh time in eight games.
"The offense carried me, and the bullpen came in and did what they do," Lynn said. "It was one of those days - a team win."
Lynn allowed one run in 19 innings during his first three July starts, but the Cubs' first three batters scored. Lynn also gave up three runs in the third as the Cubs rallied to tie 6-6 and ended a streak of 21 straight games in which the St. Louis starter pitched at least six innings - the club's longest stretch since 2004.
"It was hit or miss it seems like," said Lynn, who threw six scoreless innings in his previous start. "The time before I was able to make pitches and get out of innings with runners on. Today when they got the runner on they scored."
Rookie Anthony Rizzo hit a two-run homer for the Cubs, his sixth in 25 games since he was brought up from Triple-A Iowa.
"It's a good feeling to be in that kind of mindset at the plate," Rizzo said. "I just want to stick to it right now and keep going."
Berkman's third-inning homer gave him 1,200 career RBIs and was just his second home run this season. Berkman has reached base in 37 straight games dating to last July 31, the longest streak in the majors, but he has missed 68 games this year because of lower body injuries.
Holliday's solo homer in the first landed just to the left of the camera booth in center field. He added an RBI single in the seventh and singled in the ninth, leaving him with a .434 average, eight homers and 31 RBIs over his last 34 games. He's homered five times in 12 games against the Cubs this season.
Starlin Castro had three hits for the Cubs, including an RBI single in the first and a leadoff triple to center in the third.
Rizzo added an RBI single in the third and scored on Alfonso Soriano's double into the left-field corner, tying the game at 6-all. Rizzo's 28 hits in July are the most among NL rookies.
Wood gave up eight runs and seven hits in five innings and has allowed 22 earned runs in 15 2-3 innings since the All-Star break.
"He does have to keep the ball down," Cubs manager Dale Sveum said. "You're going to get away with that a little more against some other teams. This team, there's a reason why those left-handed numbers are what they are. If you make a mistake, they don't miss them."
The prior Cubs starter to give up five homers in a game was Carlos Zambrano, in his final start for Chicago last Aug. 12.
"Things didn't go as planned," Wood said. "I missed some pitches, and they didn't miss the pitches that I missed."
Chicago put two runners on in the eighth, bringing the potential tying run to the plate with one out, but Reed Johnson and Geovany Soto hit long flyouts off Marc Rzepczynski.
"I was real happy and impressed with the bullpen," Matheny said.

Donner Pass in Truckee is where the West meets the East. It?s the transition between Nevada?s arid high desert and California?s fertile valleys. It stretches across the spine of the Sierra Nevada and it survives some of the most severe weather coming in from the Pacific and heading East. Since the 1800?s ? and likely before then ? Donner Pass has seen countless travelers traverse from one side to the other and back again. It?s the eye of the needle. It?s also home to limitless recreation.
I?ve spent a lot of summer days on Donner Summit. And a few winter days too. It?s where I find myself passing time, getting strong on the rock or pushing my legs uphill on my bicycle or skiing lake runs. These days are mellow. They?re not epic long days (although that?s not meant to discount the quality of terrain). Donner Summit is a perfect spot for a couple hours, in the day before heading to work a night shift, or in the evening sun burning off energy pent up from sitting at a desk all day.
This summer, I owe my progression in climbing to Donner Summit. It started with a solid couple top roping sessions on the southwestern face of Grouse Slabs. With just a couple ropes, you can access anything from a 5?8 corner to a 5?10 slabby arrette, including one of my favorite 5?9 routes, Greener Pastures, which features a solid undercling move into one of the most perfect lieback cracks ever.
From Grouse, I went to Snowshed and attacked a line that?s intimidated me since I?ve known it?s name: Farewell To Arms. And from Snowshed, I progressed to a place where my head space wanted to be pushed.? Leading: It?s a different game when you are actually climbing at the top of a rope. But Donner Summit, (I love this place!), is the perfect spot to ease into it. Started with the aptly named Kindergarten Crack on School Rock, and graduated to Junior High Crack. Then made the move to Jellyroll Arch. And from there it felt like the sky was the limit ? until I found myself off route in ?10a sport climbing territory and fell on my ankle, which has been about the size of a golf ball ever since. I?ve since been humbled to take a week off from climbing. But it won?t be long until I?m back up at Donner Summit, taking a step back, but still getting after it.
Despite what I may say, it?s not all about climbing at Donner Summit. The other night, I found myself sitting on a pier on Donner Lake at midnight. The sky was clear and the Milky Way was a cloudy streak behind the stars. Across the lake, the horizon lit up from lightning in a distant thunder storm. In a split and silent second, the sky flashed as bright as day and then turned night again, like nothing ever happened. I went to sleep and in another hour, a torrential rain hit the roof and thunder clapped the sky.
This is a place named after the worst in humanity ? a group of people so desperate they ate each other. But honestly, I find that Donner Summit brings the best out of me.

Man 'rides rickshaw' from China to London Olympics
LONDON (AP) ? It's a tale of Olympian proportions: A man, a rickshaw, and a slow journey from a Chinese village to London through 16 countries.
Chinese farmer Chen Guanming claimed Thursday that his two-year odyssey to the London games took him from Thailand's floods to Tibet to snowed-in Turkey to Britain since he started in 2010.
The 57-year-old, who said he had never traveled outside China before this trip, said he wanted to support the athletes and "spread the Olympic spirit." He's also seeking a last-minute ticket to attend Friday's opening ceremony.
"I came to support and cheer all the people from all over the world who are participating in the sports," said Chen, who sports a silvery white beard and a small ponytail. "I'm volunteering, I'm not looking for a reward."
His three-wheeled rickshaw, loaded with his possessions, is plastered with pictures of him posing in front of international landmarks such as the Eiffel Tower in Paris and the Petronas Twin Towers in Kuala Lumpur, Malaysia.
Chen said he became inspired to come to London at the end of the Beijing Olympics in 2008, when British media invited him to the next games. He didn't have a ticket, but he promised them he would get there.
According to Chen, his journey began in April 2010 in his village in eastern China's Jiangsu province, where he farms rice and other crops. Over the next two years, he said he covered 16 countries including Vietnam, Thailand, Pakistan, Turkey and Italy.
His worst experiences, he said, were travelling during Thailand's floods and being trapped in freezing temperatures in the snow in Turkey. He arrived in Britain by ferry from France on July 6, he said.
Chen said he started arranging his visas beginning in 2009 and was helped financially by friends and kind people ? especially Chinese communities ? wherever he went.
His account cannot be independently verified and it is not clear how he managed to traverse so many countries' borders. A BBC interview with him, however, showed tourist visa stamps in his passport from countries including Pakistan, Thailand and Iran. A YouTube video posted in May shows him in Rome, surrounded by curious passersby.
John Beeston, a British insurance broker who spoke some Mandarin, said he found Chen looking lost on London's bustling streets on July 9.
"We are trying desperately to get him into the opening ceremony because his story has to go around the world," he said.
But Chen is proud of his epic journey even if he does not get into Olympic Stadium.
"I came. I did it. I'm very happy to have come to beautiful London," he said.
His journey doesn't end with the British capital. In a month or two, he said he plans to take a ship to the U.S. and Canada, and he also wants to go to Brazil.
"I want to go to the Rio Games too," he said.

ANAHEIM, Calif. (AP) ? Police maintained a heavy presence on the streets of Anaheim to guard against further violent protests in the wake of the fatal shooting of an unarmed man by officers.
The mother of Manuel Diaz condemned the unrest that has roiled the city, saying she did not want them to become her son's legacy.
"I watched as my son took his last breath. I watched as his heart stopped beating for the last time," Genevieve Huizar said Wednesday, breaking into sobs. "Please, please, please stop the violence. It's not going to bring my son back, and this is the worst thing any mother could go through."
Her news conference followed a night of protests where as many as 600 demonstrators surged through downtown, smashing shop windows, setting trash fires and hurling rocks and bottles at riot-clad officers who used batons, pepper balls and beanbag rounds.
Twenty-four people, including four minors, were arrested on suspicion of crimes ranging from failure to disperse to assault with a deadly weapon, Police Chief John Welter said.

Mayor Tom Tait also appealed for calm and said the U.S. attorney's office had agreed to review two officer-involved shootings over the weekend ? including the one that left Diaz dead ? and that he planned to meet with members of that office and the FBI on Friday.
"We will have a clear and complete understanding of these incidents" followed by a public dialogue on what actions should be taken, Tait said at a news conference.
Police were out in force Wednesday night and there were no immediate reports of problems.
Police said Diaz was shot Saturday after two officers approached three men who were acting suspiciously in an alley before running away. One officer chased Diaz to the front of an apartment complex.
The second shooting occurred Sunday when officers spotted a suspected gang member in a stolen sport utility vehicle. After a brief pursuit, police said 21-year-old Joel Mathew Acevedo fired at an officer who returned fire and killed him.
The back-to-back deaths were the fourth and fifth fatal police shooting in this Orange County city this year
The shootings and resulting demonstrations marred the image of the Orange County city, which is home to Disneyland and the Angels baseball team but also has neighborhoods teeming with gritty apartments.
Like much of California, the city of more than 330,000 has changed significantly since Disneyland put it on the map in 1955. With its growth spurt, the once mostly white population is now more than 50 percent Hispanic and there's a sense of disenfranchisement from some in the Latino community.
The lawyer for Diaz's family said Hispanics feel they are disproportionately singled out by police and instinctively avoid police.
"White kids in a rich white neighborhood don't get rousted by police and when they do, they don't have to fear the police. But that's not true with brown kids in a poor neighborhood," said Dana Douglas, the attorney.
"Frankly, when it's brown kids in a poor area just standing there having a conversation, it's considered suspicious."
Police Sgt. Bob Dunn did not return messages seeking comment on Douglas' comments.
Police would not say what led the officer to shoot Diaz. But Welter said Diaz failed to heed orders to stop and threw something on the roof of the complex that contained what officers believe was heroin. Both officers were placed on paid leave pending an investigation.
