Snooping TVs? Samsung responds to criticism

HD Guru recently published an article entitled "Is your TV watching you?" In it, we discussed the fact that new features in Samsung's top 2012 models -- including built-in microphones, HDTV camera, wireless and wired Internet connection, built-in browser with voice to text conversion, face recognition and more -- could be used to collect unprecedented personal information, as well as present a new way for hackers to invade users' lives.

We asked Samsung for a privacy statement prior to publication, but the company did not respond. Now, Samsung has given HD Guru an official comment, and shared two separate privacy policies. In the interest of transparency, here's the complete statement, with our emphasis added on key parts:

Samsung takes all concerns regarding consumer privacy and information security very seriously. In all of our Smart TVs, including our new 2012 LED and Plasma TVs featuring built-in camera and microphone components, Samsung employs industry-standard security safeguards and practices (including data encryption) to secure consumers? personal information and prevent its unauthorized collection or use.

Samsung also ensures consumers have the opportunity to review the terms of the company?s Privacy Policy prior to using Samsung?s Smart TV services. The Privacy Policy can be found at?www.samsung.com/privacy. ?

The camera and microphone are integrated into the TV to provide users with innovative new ways to control the TV. They may also be used for video conference and speech-to-text services offered by third parties, in which case the audio and video data is transmitted to the service providers? servers and does not pass through Samsung servers. Images captured in order to use the facial recognition feature are stored in a secure manner on the owner?s TV only.?

Should the TV owner choose not to use these features, the camera and microphone can be disabled. Users can check if the camera and microphone are activated from the TV?s settings menu. As an added precaution, the camera can be rotated and tucked into the bezel of the TV. Once tucked away, the camera only captures a black image.

Samsung is dedicated to instilling consumer confidence in this matter. Any questions regarding the Privacy Policy or protection of personal information on the TV can be directed to intertv@samsung.com.

Samsung says it does not upload video or voice streams into its servers, though it does sample your voice for speech command. We know third parties such as Skype use encryption for video conferencing, and Samsung says it uses the same "industry standard security" for the "personal information" it transmits.?

We asked Mineola, N.Y. attorney Emouna Matin, who handles privacy cases, to explain what is meant by "personal information," and if would include video and voice samples, along with browser history and TV viewing habits.

"Samsung has to address that more properly," says Matin. Personal information can be limited pedigree information -- name, address, phone number, age, the kind of descriptive information that identifies you as an individual but doesn't say a lot about who you are -- or ?"stronger" information -- your voice, your personal images, websites visited, data that are not traditionally defined as "personal" but say a lot more about you.

Another issue is that Samsung effectively locks you into a privacy agreement before you can even use the Internet-based services of the TV. In part, this agreement reads:

We reserve the right to share all Personal Data and non-Personal Data with any company within the Samsung Electronics group of companies, or with any other company that operates under the Samsung brand. ... Each of the Samsung Group Companies will use your information in accordance with their own independent privacy practices.

The lengthy agreement goes on to say that your data will be carefully guarded and shared only when necessary "in order to pursue our legitimate interests or if we are required to or are permitted to do so by law." While this reads as relatively standard, the definition of "personal information" is, again, not made clear.

As for the "Group Companies" that can receive personal data from a Smart TV, Samsung says it is not every one of the 48 Samsung subsidiaries and joint ventures. For U.S. customers, only Samsung Electronics Co., Ltd. in Korea, Samsung Electronics America and?Samsung SDS (based in both U.S. and Germany) would share the information. For customers in other countries, their local Samsung subsidiary would also share with the Samsung Electronics Co. and SDS, which handles data globally.

It is good to see Samsung disclosing more details of its privacy policy, but the industry still has a way to go before consumers can have a complete understanding of what is at risk when using these new and unprecedented technologies. HD Guru will continue to investigate the Samsung TVs and others, in hopes of learning exactly what these new HDTV eyes and ears are sending out from your home.

Murdoch's media empire strikes back

LONDON (Reuters) - An angry Rupert Murdoch on Thursday declared war against "enemies" who have accused his pay-TV operation of sabotaging its rivals, denouncing them as "toffs and right wingers" stuck in the last century.

Separate reports by the British Broadcasting Corporation and the Australian Financial Review newspaper this week said that News Corp's pay-TV smartcard security unit, NDS, had promoted piracy attacks on rivals, including in the United States.

NDS and News Corp had already denied the claims, but on Thursday the media empire mounted a concerted fight back as a corruption scandal that has plagued its UK newspapers began to encroach on its far more lucrative pay-TV business.

"Seems every competitor and enemy piling on with lies and libels. So bad, easy to hit back hard, which preparing," News Corp Chief Executive Murdoch, 81, tweeted.

News Corp, whose global media interests stretch from movies to newspapers that can make or break political careers, has endured an onslaught of negative press since a phone-hacking scandal at its News of the World tabloid blew up last year.

At its height last July, Murdoch told British parliamentarians: "This is the humblest day of my life," after meeting the family of a murdered schoolgirl whose phone News of the World journalists had hacked.

On Thursday, it appeared that Murdoch had had enough of apologising. "Enemies many different agendas, but worst old toffs and right wingers who still want last century's status quo with their monopolies," he tweeted.

For an avowed republican such as Murdoch, describing someone as an upper class "toff" is a damning insult - although he is now seen by many in Britain as part of the establishment, thanks to his business interests and ties to politicians.

The BBC has a long history of ideological clashes with BSkyB, which is 39 percent owned by News Corp, and both Rupert and his son James Murdoch have publicly attacked the British public service broadcaster over the years.

The Australian Financial Review is owned by Fairfax Media, the main rival to Murdoch's News Ltd newspaper group in Australia.

In a letter sent to the Australian Financial Review by NDS on Thursday, the company's executive chairman Abe Peled accused the newspaper of repeatedly mischaracterising NDS.

"You repeatedly mischaracterise communications about third party pirate devices to suggest that NDS was responsible for those devices," Peled wrote.

"You further mischaracterise NDS emails to suggest that NDS encouraged piracy of competitor systems while ignoring evidence that NDS was responsible for bringing to justice the sources of that piracy."

Peled adds that NDS is "a leader in the fight against piracy" and that the company "has assisted law enforcement agencies around the globe in bringing to justice many of the pirates your articles falsely portray as victims".

PASTYGATE

Richard Levick, a crisis public-relations guru whose clients have included the Catholic church and some Arab governments, said he had sympathy for Murdoch although he would have advised a more measured response.

"We have a saying here: Don't kick a man while he's up - it's too much work. Rupert Murdoch has been down now for three-quarters of a year so he's an easy target. People start to pile on. I sense exhaustion," he told Reuters.

"He's going to back to the old tools here, going on the attack, going for blustery headlines. It's worked for him for 40 years, so why change now? I understand the natural inclination to do that and I have some personal sympathy with him."

In the past week, Murdoch's British newspapers, which had been relatively subdued since the phone-hacking scandal broke out, have also gone back on the offensive, dominating the country's political agenda with some bold moves.

The Sunday Times mounted a old-fashioned sting operation in which reporters posing as international financiers were promised exclusive access to Prime Minister David Cameron in exchange for donations of 250,000 pounds ($400,000) a year.

The article led to the immediate resignation of a senior fundraiser from the ruling Conservative party, forced Cameron to disclose details of people who dined at his private apartment, and sparked a discussion about party funding.

Days earlier, the Sun tabloid hijacked the national debate about the country's 2012 budget by seizing on an obscure tax the government planned to impose on hot pies, seen as a staple of a working-class diet, and offering a free pie to every reader.

A week later, Cameron, his finance minister and the opposition leader were still vying with one another to be seen as the most avid pie-eater, tucking into pasties, pies and sausage rolls at every photo opportunity.

"INACCURATE CLAIMS"

The latest allegations bring the crisis closer to Murdoch's son James, who sits on the board of NDS, which News Corp and co-owner private equity firm Permira agreed to sell for $5 billion to Cisco this month.

The younger Murdoch, who is also chairman and ex-CEO of BSkyB, has been criticised for not uncovering the scale of phone-hacking at the News of the World, though he had not yet joined the UK newspaper operation when the hacking took place.

He has since moved to New York after being promoted within News Corp to deputy chief operating officer, and has severed all ties with the British newspapers. His focus is now the company's international pay-TV operations, where he made his career.

Chase Carey, News Corp's COO and James Murdoch's immediate boss, issued a statement late on Wednesday in which he condemned both the BBC Panorama documentary and other media worldwide that had reported its claims.

"The BBC's Panorama program was a gross misrepresentation of NDS's role as a high quality and leading provider of technology and services to the pay-TV industry, as are many of the other press accounts that have piled on - if not exaggerated - the BBC's inaccurate claims," he wrote.

NDS has complained that it was not asked for its side of the story before Monday's Panorama, which said NDS had leaked secret codes that allowed rampant pirating of BSkyB rival ITV Digital, which went bust in 2002.

On Thursday, NDS's Executive Chairman Abe Peled published a detailed letter to Panorama accusing the documentary of using manipulated emails to support its allegations, and demanding that the programme retract the claims.

The BBC said: "We stand by the Panorama investigation. We have received NDS's correspondence and are aware of News Corp's rejection of Panorama's revelations. However, the emails shown in the programme were not manipulated, as NDS claims, and nothing in the correspondence undermines the evidence presented in the programme."

Also this week, the Australian Financial Review published a story claiming that NDS had allowed piracy to thrive at its client U.S. satellite broadcaster DirecTV, which Murdoch had ambitions to buy, even though it had a fix.

It reported that NDS ran a secret unit in the mid-1990s to sabotage its competitors. The stories were the result of a four-year investigation by investigative reporter Neil Chenoweth, who has written two books about Murdoch.

The AFR's Editor-in-Chief Michael Stutchbury told Reuters on Thursday: "We fully stand by our reports in the paper and by Neil Chenoweth's extraordinary investigation."

"We are not motivated in any way by any desire to damage any financial rival to the company that runs the Financial Review. We are simply following the story and publishing what we have uncovered," he said.

None of the evidence presented by Panorama and the AFR this week suggests that the Murdochs or any other News Corp executives were aware at the alleged practices at NDS.

NDS has won several court cases brought by rivals accusing it of promoting piracy, while others have been dropped - in one case because News Corp bought a subsidiary from the rival, Vivendi, which at the time was struggling with debt.

News Corp made $3.8 billion in revenues and $232 million in operating profit from satellite TV in its last fiscal year. It does not detail financial results for its newspapers but its UK titles bring in less than 3 percent of group profit.

Mike Shanahan, Donovan McNabbAP

Donovan McNabb was a failure playing for Mike Shanahan and Kyle Shanahan in Washington, and McNabb thinks Robert Griffin III will be a failure in the Shanahans? offense, too. But that won?t be Griffin?s fault.

Asked on ESPN First Take if Griffin is a good fit with the offense the Shanahans run in Washington, McNabb answered, ?No.?

McNabb, who was benched in his only season playing for the Redskins, said that if the Redskins, as expected, take Griffin with the second overall pick in the NFL draft, the father-and-son Shanahan combination will try to force Griffin into their own offensive system, rather than modifying their offense to capitalize on Griffin?s strengths.

?A lot of times ego gets too involved when it comes to being in Washington,? McNabb said.

Where ego comes into play, McNabb said, is that the Shanahans think a quarterback has to fit himself into their offense ? the same offense that Kyle Shanahan ran when he was the Houston Texans? offensive coordinator ? rather than tailoring their offense to accentuate the quarterback?s strengths.

?Here?s a guy coming out who?s very talented, mobile, strong arm, we?ve already heard he?s intelligent, football mind,? McNabb said of Griffin. ?Are you going to cater the offense around his talent, and what he?s able to do, or are you going to bring the Houston offense with Matt Schaub over to him and have him kind of be embedded in that??

McNabb then took a shot at both Mike Shanahan and the other quarterbacks who have played for them, saying that Shanahan hasn?t had success with a quarterback since John Elway in the 1990s.

?We talk so much about Mike Shanahan and the things he was able to do in Denver,? McNabb said. ?Well, I have a couple of names for you that Mike Shanahan ? quarterbacks he?s coached ? and the lack of success that he?s had.?

At that point, McNabb ran down the last decade of quarterbacks Shanahan has coached (although McNabb curiously excluded himself from the list) and proceeded to suggest that the win-loss record proves Shanahan had failed with all of them.

?We had John Beck, who was 0-4,? McNabb said. ?Rex Grossman: 6-11. Jay Cutler, who was his prize possession: 17-20. Jake Plummer, a guy who had success, led them to the AFC Championship against Pittsburgh, as we know, and then benched him the next year, because he wouldn?t do what he wanted him to do. Brian Griese, who was supposed to be the heir apparent to John Elway, hasn?t had a lot of success.?

McNabb then suggested that if Shanahan can?t make the offense work with Griffin, Shanahan could be fired at the end of the season.

?I don?t think it?s a good fit,? McNabb said. ?If this doesn?t work this year, if we don?t see a splash like a Cam Newton splash, this could be it. . . . How long does he have with RG3? The seat is hot right now.?

McNabb compared his own talents to Griffin?s talents, and McNabb indicated that Shanahan doesn?t know how to use a quarterback with those talents.

?I was misused,? McNabb said. ?Absolutely, I was misused.?

And McNabb thinks Griffin will be misused, too.

ACLU: FBI 'outreach' program spied on Muslims

Muslims gather to pray at the Omar al Farouk Mosque in November 2010 in Anaheim, Calif. In that Southern California community, tensions flared after an FBI informant, Craig Monteilh, infiltrated mosques to gather information.

By Kari Huus, msnbc.com

The FBI in San Francisco used a public relations program billed as "mosque outreach" to collect information on the religious views and practices of Muslims in Northern California and then shared the intelligence with other government agencies, according to FBI documents obtained by civil rights groups.

The heavily redacted documents, released after a Freedom of Information Act lawsuit, raise "grave constitutional concerns," said Hina Shamsi, director of the National Security Project of the American Civil Liberties Union.

"In San Francisco, we have found that community outreach was being run out of the FBI?s intelligence division and was part of a secret and systematic intelligence gathering program,? conducted without any apparent evidence of wrongdoing," said Shamsi. "The bureau?s documentation of religious leaders' and congregants' beliefs and practices violates the Privacy Act, which Congress passed to protect Americans? First Amendment rights."

The Privacy Act limits sharing of personal information among government agencies and the length of time it can be retained. In this case, the information shared included religious beliefs and affiliations, which the ACLU argues is entirely out of bounds.

The ACLU is calling for the Department of Justice?s inspector general to investigate alleged violations of the Privacy Act in the San Francisco Division and determine the scope of such activity nationwide.

The FBI San Francisco defended its agents' actions, saying the information "was collected within the scope of an authorized law enforcement activity."

The ACLU of Northern California filed the FOIA lawsuit with the Asian Law Caucus and the San Francisco Bay Guardian newspaper, leading to the release of the FBI documents on Tuesday.

Meant to foster trust
The documents indicate that FBI was keeping records of conversations and activities within mosques and other Muslim organizations from 2004 through 2008, information that was provided by employees engaged in the outreach programs.

The announced intention of the FBI outreach programs is to foster trust between law enforcers and members of the Muslim community so they can work together to fight crime and avert terrorism.

An earlier ACLU report on community outreach prompted FBI national headquarters to issue a release stating that its policy requires separate operations and databases for intelligence gathering and community outreach programs.

A large proportion of the information was labeled "positive intelligence," which indicates that the FBI intends to keep it in its intelligence database, the ACLU report explained.

Many documents were marked "secret,"?even though they appeared to include only mundane information. Some documents?were marked "disseminated outside," but did not specify the recipients.

Among the findings contained in the FBI documents:

  • A 2005 FBI memorandum from a meeting with a congregant at Islamic Center of Santa Cruz, documented his name and religious affiliation and detailed?other worshipers' financial contributions to the center and community support for Islam.
  • The subject of a sermon and congregants' discussions about a property purchase for a new mosque were gathered by FBI agents during five visits to Seaside Mosque in 2005.
  • Documents based on four "outreach" meetings between FBI personnel and representatives of the South Bay Islamic Association note discussions about the Hajj pilgrimage and "Islam in general."
  • Documents based on FBI contacts with representatives of the Bay Area Cultural Connections???formerly the Turkish Center Musalla???describe the group?s mission and activities, and the ethnicity of its members. A memo indicates the FBI searched for?the cell phone number of one participant in the meeting in?the LexisNexis records database and Department of Motor Vehicle records, obtaining detailed information about him, including his date of birth, Social Security number, address and home telephone number.

There is no indication that the subjects were informed that the information was being collected or shared with other law enforcement agencies, the ACLU said.

The FBI in San Francisco declined a request for an interview, but released a statement by Assistant Director Michael Kortan. In addition to stating that the information gathering?abided by laws and agency rules, it indicated that?it had adjusted its outreach program since the period covered by the documents.

"Since that time, the FBI has formalized its community relations program to emphasize a greater distinction between outreach and operational activities," Kortan said.

Outreach to 'generate goodwill'
"FBI San Francisco dedicated a full-time, non-agent employee to community outreach efforts in the fall of 2007," said a second statement from Stephanie Douglas, FBI special agent in charge. "The community outreach program is designed to generate goodwill and foster relationships with a wide-range of groups in the communities we serve."

But documents still under analysis by the ACLU indicate FBI San Francisco continued to mingle outreach and intelligence gathering through 2011, according to Shimsa.

The documents?undermine trust for genuine outreach programs, said Farhana Khera, executive director of Muslim Advocates, a San Francisco-based nonprofit that makes policy recommendations to lawmakers and leaders.

"I think the recent documents further underscore how well-intentioned community leaders who talk with the FBI are instead the targets of this broad, intelligence-gathering effort," she said. "It?s easy to see then how that community leader who had a conversation with an FBI agent finds himself being harassed when traveling or crossing borders."

"These documents are illustrating the actual experiences of American Muslims that we have been hearing for a number of years now," she added. ?

The findings are the latest? from an ACLU examination of how?the FBI has conducted surveillance in the wake of 9-11 and a campaign to expose cases that they say threaten civil liberties.

In FBI documents obtained through other Freedom of Information lawsuits, the rights groups has highlighted systematic surveillance of Muslim student organizations and individuals and what it considers anti-Muslim bias in training materials being used by the FBI ?now the subject of internal FBI investigation, according to published reports.

'Count the mosques'

In a separate case, documents uncovered by The Associated Press?revealed that the New York Police Department conducted an extensive surveillance campaign?of the Muslim population there, keeping secret files on individuals, businesses, mosques?and organizations. Those findings have provoked outrage from many Muslim and civil rights groups, which have called on the Obama administration to intervene.

Greater FBI scrutiny of Muslim communities goes back to shortly after the 9/11 attacks, when then FBI Director Robert Mueller instructed field offices across the country to "count the mosques" and set up investigative goals accordingly, according to an article?by investigative reporter Michael Isikoff.

Rules governing FBI surveillance were relaxed in 2008 to give more leeway to FBI "assessments" ? a stage of surveillance that takes place before the opening of a formal investigation. These more lenient standards, critics say, allow information gathering on individuals without probable cause.

Rights groups are asking the Department of Justice to restore stricter rules on surveillance and to prohibit racial and religious profiling in all cases.

"What we need is for the FBI to go back to the standards set after the Hoover-era abuses.? guidelines put in place that required the FBI to engage in surveillance only if there?s evidence of wrongdoing," said Khera of Muslim Advocates.

Real-time Raman spectroscopy for in vivo skin cancer diagnosis.

Abstract

Raman spectroscopy is a non-invasive optical technique capable of measuring vibrational modes of biomolecules within viable tissues. In this study, we evaluated the application of an integrated real-time system of Raman spectroscopy for in vivo skin cancer diagnosis. Benign and malignant skin lesions (n=518) from 453 patients were measured within one second, including melanomas, basal cell carcinomas, squamous cell carcinomas, actinic keratoses, atypical nevi, melanocytic nevi, blue nevi and seborrheic keratoses. Lesion classification was made using principal component with general discriminant analysis and partial least squares, in three distinct discrimination tasks: skin cancers and precancers from benign skin lesions (ROC=0.879); melanomas from non-melanoma pigmented lesions (ROC=0.823); and melanomas from seborrheic keratoses (ROC=0.898). For sensitivities between 95- 99%, the specificities ranged between 15-54%. Our findings establish that real-time Raman spectroscopy can be used distinguish malignant from benign skin lesions with good diagnostic accuracy comparable to clinical examination and other optical-based methods.

Senator: Employers shouldn't seek site passwords

SEATTLE (AP) ? A Democratic senator from Connecticut is writing a bill that would stop the practice of employers asking job applicants for their Facebook or other social media passwords, he told The Associated Press on Thursday.

U.S. Sen. Richard Blumenthal said that such a practice is an "unreasonable invasion of privacy for people seeking work."

"These practices seem to be spreading, which is why federal law ought to address them. They go beyond the borders of individual states and call for a national solution," said Blumenthal, who first spoke to Politico on Wednesday.

The AP reported this week that some private and public agencies around the country are asking job seekers for their social media credentials. The practice has alarmed privacy advocates, but the legality of it remains murky.

Experts say the terms of service for Facebook and other sites don't carry much weight in these cases. The Department of Justice regards it as a federal crime to enter a social networking site in violation of those terms, but the agency said during recent congressional testimony that such violations would not be prosecuted.

The practice is more prevalent among public agencies, such as police departments and 911 dispatchers.

Blumenthal said his bill will have some exceptions, such as some federal and local law enforcement agencies, or national security departments. He said it would include private companies with government contracts for highly classified work.

Lori Andrews, a law professor at IIT Chicago-Kent College of Law specializing in Internet privacy, is concerned about the pressure placed on applicants, even if they voluntarily provide access to social sites.

"Volunteering is coercion if you need a job," Andrews said.

Blumenthal said he has heard complaints from constituents about the practice and read the AP's news report. A state senator from San Francisco said he also was prompted by the AP's report to act immediately on legislation.

California Sen. Leland Yee, a Democrat, was aware of complaints similar to those outlined in the report and had been considering introducing legislation next year, said his spokesman, Adam Keigwin.

Yee said he instead plans to amend an existing bill in coming days to prohibit employers from asking current employees or job applicants for their social media user names or passwords. That state measure also would bar employers from requiring access to employees' and applicants' social media content, to prevent employers from requiring log-ins or printouts of that content for their review.

The prohibition would apply to both public and private employees, Keigwin said.

Blumenthal said he has yet to reach out to colleagues and U.S. Senate leadership, but that he expects to have wide support for the federal bill.

"Privacy is not a partisan issue," Blumenthal said.

Volkswagen adding 800 jobs at Tenn. Passat plant

CHATTANOOGA, Tenn. (AP) - Volkswagen will add 800 new jobs at its Tennessee plant to boost production of the popular Passat sedan.

The jobs will increase the plant's work force to more than 3,500 by the end of the year, the German company said Thursday. The additional workers will be used to bolster the existing two shifts at the plant, and expand production to Saturday.

"We're adding a third team at this plant for a simple reason: Customers want to buy Passats," said Jonathan Browning, the president and CEO of Volkswagen Group of America.

The plant will operate 120 hours per week with the new workers, up 40 hours from current levels, he said.

Browning said the extra work force will help the plant ramp up and be able to produce 170,000 vehicles next year, most of which are destined for the U.S. market. Others are exported to Canada, Mexico and South Korea, he said.

Volkswagen sold nearly 23,000 Passats in the U.S. last year, an 83 percent increase over 2010. Sales have been stronger so far this year. Through February, sales of the redesigned sedan topped 14,500, according to Autodata Corp.

Browning said March sales are on pace for 10,000.

VW built its first Passat at the plant last April. It now rolls out 35 cars an hour at the plant, which surpassed 50,000 vehicles in February.

"Volkswagen is definitely on a roll in this market," Browning said. "I can assure you, we don't plan to stop."

Volkswagen AG, the world's second-largest car company, said last week that it intends to increase deliveries and revenues in 2012 despite difficult conditions in Europe.

Volkswagen Chattanooga CEO and Chairman Frank Fischer said producing vehicles in the U.S. allows the company to be "very strongly independent of the exchange rate."

The award-winning version of the Passat is targeted at customers with different priorities than those in Europe, ranging from a larger size to more cup holders, Fischer said.

"After all, the U.S. customer doesn't drive 240 kph (149 mph) on the Autobahn," Fischer said in an interview in German.

Fischer said it's out of local VW officials' hands whether the company decides to add more production or build other models at the plant.

"At this point it's only about Passat, no model has been decided yet," he said. "The Passat is selling so well so we should really concentrate on what we're doing right now, and continue to ramp up the factory."

Thursday's jobs announcement was in addition to 200 new positions the company announced in January. VW officials said they expect to see a spike in hiring among their main suppliers located near the plant, creating several hundred new jobs among them.

Earlier this month, the company said it will open a $40 million distribution center for parts about 80 miles from Chattanooga. VW plans to hire about 45 people at the center.

Tennessee Gov. Bill Haslam welcomed the announcement.

"Twenty-five percent of the Volkswagens sold in America will be made in Tennessee now," he said. "That's a pretty significant achievement for a company that rolled off its car here in April of last year."

Haslam said VW will qualify for economic incentives that are part of a formula agreed to as part of negotiations to bring the $1 billion plant to Tennessee. He did not specify how much the incentives will be worth.

Forex Currency Trading ? Technical Analysis ? GWR: Finance ...

What is Technical Analysis?

Technical analysis is the study of historical price data to determine the likely direction of a currency or market.? Technical analysts use a mixture of short- to long-term charts and raw data to attempt to spot patterns and recurrent price movements.? Technical analysis is often used to help traders understand the long term: whatever the sudden fluctuations in a currency price or market, the long-term movement is believed to be essentially knowable.

Technical Analysis in a Nutshell

Technical analysis rests on the belief that all traders need to know about a currency price or market movement is expressed in historical data.? External events and news announcements, even when explicitly economical or financial, are not believed to be of as much importance as the ability to spot recurrent patterns and movements in past market data.? In its purest form, technical analysis is the opposite of fundamental analysis, which rests on the belief external events and news affect the valuations and the overall market.

Fundamental Analysis

Economic news, such as interest rate announcements, GDP figure statements, unemployment figures and inflation levels, are some of the major Forex fundamentals.? The impact of events and / or announcements is believed by fundamental analysts to be of more importance than studying the past.? After all, new events and announcements have not happened before, making their impact essentially not known.

Study shows colorectal cancer screening rates high in patients with ...

Published in the Southern Medical Journal, the study used data based on a survey of 1,153 Appalachian men and women aged 50-76. Respondents were given four sets of questions designed to gather information on demographics; the presence of co-mordibities such as heart disease, diabetes, stroke, and various types of cancer; adherence to colorectal cancer screening guidelines; and barriers to and facilitators of colorectal cancer screening behavior.

Researchers found a dose-response relationship between the number of morbidities and the prevalence of colon cancer screening in the Appalachian population. Of those who reported two to three morbidities, 61.6 percent had received a colonoscopy; 65.7 percent had received a guideline-concordant colorectal screening. For patients with six or more morbidities, the rates rose to 69.6 percent and 79.6 percent, respectively.

In contrast, just 50 percent of those who reported no morbidities had undergone a colonoscopy, and only 56.5 percent had received any guideline-concordant colorectal screening.

The high screening rates in the multimorbid population were surprising, but it's a strong indication that the efforts to raise awareness about the importance of colonoscopies and other screening methods is working, says Nancy Schoenberg, Marion Pearsall Professor of Behavioral Science at the UK College of Medicine and principal investigator of the study.

"Over the past 10 years, there has been increasing coverage of the importance of colorectal cancer screening," Schoenberg said. "We are probably at about the same screening rate for colorectal cancer now that we were for cervical cancer and breast cancer several decades ago. We hope that colorectal cancer screening will eventually become as commonplace and routine as Pap tests and mammograms."

The higher screening rates in those with multiple health problems could also be due to more frequent contact with physicians, while residents who are otherwise healthy may not be visiting their physician as frequently, said Steve Fleming, associate professor of epidemiology at the UK College of Public Health.

"Doctors who see these multimorbid patients on a regular basis are more likely to remind patients about receiving regular screenings," Fleming said. "This shows that perhaps some of our outreach efforts should target the folks who are relatively healthy and see no need to visit their physicians regularly."

The study was funded by the National Cancer Institute. The researchers hope to take the lessons learned from this project and develop a large intervention project that can prevent colon cancer mortality in the U.S.

Colorectal cancer is preventable, but it remains the second-leading cause of cancer death in the United States. Kentucky is ranked in the highest tier for both colorectal cancer incidence and death.

A colonoscopy is the most popular screening test for colorectal cancer, but patients may receive other screening tests including sigmoidoscopy and a fecal occult blood test. When colorectal cancer is found early and treated, the 5-year relative survival rate is 90 percent. However, only one of every three colon cancers is being detected at an early, treatable stage.

According to the American Cancer Society, colorectal cancer screening should begin at age 50 or earlier if you have a family history of colon or rectal cancer.

Elder Law USA: Life Insurance Can Be Key To Financial Planning ...

Life Insurance's Role in Setting Up a Trust for a Special Needs Child

A brief excerpt from an article on Insurance.com...

An attorney can help you set up a special-needs trust -- an important tool if you think your child will require government help. A special needs trust holds assets for your child, and can be named as a beneficiary for life insurance. A trustee, usually a family member, distributes money to take care of your child. When set up properly, a special -needs trust provides money to maintain your child's quality of life and preserves eligibility for government benefits.

The trust shouldn't be generic or inflexible, but designed specifically for your child, says Diedre Wachbrit Braverman, a special-needs estate attorney in Boulder, Colo.

Braverman, whose brother has severe autism, speaks from experience; she helped her parents set up a trust. She recommends working with a special-needs attorney -- not just an estate attorney. The Academy of Special Needs Planners provides a search tool to find attorneys. She also recommends finding a knowledgeable life insurance agent.

Life insurance plays an important role because most families cannot save enough money for their children's lifetime needs, and the coverage provides security in case a parent dies prematurely.
A growing number of life insurance companies have established units for special-needs planning. MassMutual started its SpecialCare program in 2004. The company worked with The American College in Bryn Mawr, Pa., to develop coursework and the Chartered Special Needs Consultant designation for agents who complete the schooling.

US man captured by militia in Iraq released to UN

BAGHDAD (AP) ? Wearing a U.S. Army uniform and flanked by Iraqi lawmakers, an American citizen announced Saturday that he was being released from more than nine months of imprisonment by a Shiite militia that for years targeted U.S. troops.

The man did not identify himself. But at a bizarre press conference outside the Green Zone in Baghdad, lawmakers showed U.S.-issued military and contractor ID cards that identified him as Randy Michael Hultz.

Speaking calmly and tripping over Arabic names in a monotone voice, Hultz said he was grateful for his release.

"It was explained to me that this is a gift to me, my family and to the American people who oppose the war," he said at the press conference that was held for Iraqi media.

He gave scant details of what he described as a "kidnapping," or how he was treated while captured.

"I was taken inside Baghdad and kept in and around different locations within the city," Hultz said. The kidnappers, he said, were from the Promised Day Brigade, a branch of the Mahdi Army, which is a militia that is controlled by the anti-American cleric Muqtada al-Sadr.

Al-Sadr's militia led some of the bloodiest attacks against American troops at the height of the sectarian fighting in Iraq that brought the country to the brink of civil war. Followers of the cleric, who currently is believed to be studying in Iran, led the government's demands for U.S. troops to leave Iraq last December after nearly nine years of war.

Al-Sadr disbanded most of his militia and joined politics although he kept the Promised Day Brigade, a smaller group of fighters who carried out attacks against U.S. troops and facilities.

The Shiite cleric's political wing has 40 lawmakers in parliament, two of whom appeared with Hultz late Saturday.

Hultz was flanked at the press conference by lawmakers Maha al-Douri and Qusay al-Suhail, the deputy speaker of Iraq's parliament. Al-Douri read a statement she said was from the Promised Day Brigade, which said it kidnapped Hultz mainly as "revenge for the beloved Iraqi nation and restrain for the American forces."

Al-Douri said the militia released Hultz without any negotiating or pressure from the government or diplomats. She called the release "a gift to his family" and "to explain the picture of real Islam."

"This is a clear message from the sons of Iraq to the U.S. administration about the good will to liberate Iraq and its complete sovereignty," she said. She said Hultz is 59.

Hultz said he deployed to Iraq in 2003 as an active-duty soldier but left the military after 15 months. At that point, he said, he worked in a "civilian capacity" until his kidnapping on June 18, 2011.

Hultz did not wear any patches on his Amy green digitalized camouflage uniform that would identify his rank or what unit he may have served with. According to the two ID cards displayed at the press conference, he was active-duty military from January 2004 to February 2005, and a U.S. contractor from December 2005 to November 2007.

Sadrist officials said Hultz was taken into the Green Zone immediately after the press conference and turned over to the United Nations mission in Iraq. U.N. spokeswoman Radhia Achouri confirmed that the man was at the mission's compound Saturday night while the U.S. Embassy in Baghdad tried to verify his identity.

He was transferred to the U.S. Embassy late Saturday, spokesman Michael McClellan said.

Even Iraqi security forces were taken aback at the announcement. A senior Iraqi security official said intelligence indicated that the Promised Day Brigade had captured an American, but did not have enough reliable information to confirm it.

The official said two other Americans who worked as contractors for security firms still are being held by militants. He did not elaborate, and spoke only on condition of anonymity because he was not authorized to release the information.

Hundreds of thousands of contractors, both American and other nationalities, worked alongside American troops and in other support roles throughout the war. Thousands still remain to help train Iraqi security forces on military equipment and to protect the massive U.S. Embassy in Baghdad and its diplomats across Iraq.

Senior Sadrist politician Abdul Hadi al-Mutairi said Hultz is married and has two sons. He "was treated well during his nine month imprisonment," al-Mutairi said, even though he said Hultz contributed in U.S. battles against the Madhi Army in the Sadr City neighborhood in Baghdad and the holy Shiite city of Najaf, south of the capital.
