Lawyer: Soldier to plead guilty in Afghan massacre

SEATTLE (AP) ? Staff Sgt. Robert Bales was "crazed" and "broken" when he slipped away from his remote southern Afghanistan outpost and attacked mud-walled compounds in two slumbering villages nearby.

Next week, Bales will recount what happened next ? the slaughter of 16 villagers in one of the worst atrocities of the Afghanistan war. He'll give specific details in open court as he pleads guilty to the massacre to avoid being put to death.

His attorney, John Henry Browne, told The Associated Press that although his client's state of mind should be considered in sentencing, it didn't rise to the level of a legal insanity defense.

Browne said Bales was "crazed" and "broken" the night of the attack.

He said his client, who was on his fourth combat deployment, was suffering from post-traumatic stress disorder and a traumatic brain injury. He continued to blame the Army for sending him back to war in the first place.

"He's broken, and we broke him," Browne said.

The outcome of the case carries high stakes. The Army had been trying to have Bales executed, and Afghan villagers have demanded it.

In Afghanistan Thursday, a family member of a victim reacted angrily to the news that Bales might escape the death penalty.

"This is a shameful act by the Americans. They promised us the death penalty, and now they are going back on their word," said Baraan Noorzia, whose brother was killed in the massacre.

Other relatives expressed even greater outrage at the possibility, during interviews with The Associated Press last month in Kandahar.

"For this one thing, we would kill 100 American soldiers," vowed Mohammed Wazir, who had 11 family members killed that night, including his mother and 2-year-old daughter.

"A prison sentence doesn't mean anything," said Said Jan, whose wife and three other relatives died. "I know we have no power now. But I will become stronger, and if he does not hang, I will have my revenge."

Any plea deal must be approved by the judge as well as the commanding general at Joint Base Lewis-McChord, where Bales is being held. A plea hearing is set for June 5, said Lt. Col. Gary Dangerfield, an Army spokesman. He said he could not immediately provide other details.

"The judge will be asking questions of Sgt. Bales about what he did, what he remembers and his state of mind," said Browne, who told the AP the commanding general has already approved the deal. "The deal that has been worked out ... is they take the death penalty off the table, and he pleads as charged, pretty much."

A sentencing-phase trial set for September will determine whether Bales is sentenced to life in prison with or without the possibility of parole.

Browne previously indicated Bales remembered little from the night of the massacre, and he said that was true in the early days after the attack. But as further details and records emerged, Bales began to remember what he did, the lawyer said, and he will admit to "very specific facts" about the shootings.

Browne would not elaborate on what his client will tell the judge.

Bales, an Ohio native and father of two from Lake Tapps, Wash., had been drinking contraband alcohol, snorting Valium that was provided to him by another soldier, and had been taking steroids before the attack. He slipped away from his remote southern Afghanistan outpost at Camp Belambay early on March 11, 2012, and attacked compounds.

Testimony at a hearing last fall established that Bales returned to his base between attacking the villages, woke up a fellow soldier and confessed. The soldier didn't believe him and went back to sleep, and Bales left again to continue the slaughter.

Most of the victims were women and children, and some of the bodies were piled and burned. The slayings drew such angry protests that the U.S. temporarily halted combat operations in Afghanistan. It was three weeks before American investigators could reach the crime scenes.

The massacre raised questions about the toll multiple deployments were taking on American troops. For that reason, many legal experts believed it that it was unlikely that he would receive the death penalty, as Army prosecutors were seeking. The military justice system hasn't executed anyone since 1961.

The defense team, including military lawyers assigned to Bales as well as Browne's co-counsel, Emma Scanlan, eventually determined after having Bales examined by psychiatrists that he would not be able to prove any claim of insanity or diminished capacity at the time of the attack, Browne said.

"His mental state does not rise to the level of a legal insanity defense," Browne said. "But his state of mind will be very important at the trial in September. We'll talk about his mental capacities or lack thereof, and other factors that were important to his state of mind."

Browne acknowledged the plea deal could inflame tensions in Afghanistan and said he was disappointed the case has not done more to focus public opinion on the war.

"It's a very delicate situation. I am concerned there could be a backlash," he said. "My personal goal is to save Bob from the death penalty. Getting the public to pay more attention to the war is secondary to what I have to do."

CHICAGO?Dark chocolate is gaining ground on milk chocolate in the confectionery popularity race with 51% of all adult consumers choosing milk chocolate as their favorite type of plain chocolate, followed by 35% who favor dark chocolate and 8% who prefer white chocolate, according to new data from Mintel.

According to the report, "Chocolate Confectionery- US - April 2013consumers aged 55 years and older are more likely to choose dark chocolate, perhaps because of its added nutritional benefits like boosting heart health. Research shows some 46% of men age 55 and older and 48% of women over age 55 favor dark chocolate, followed by 38% of men that prefer milk chocolate and 40% of women that also prefer milk chocolate. The data indicates a trend toward dark chocolate being increasingly favored. Further, 73% of all chocolate consumers are aware that dark chocolate is healthier.

"The progressively better understood health benefits of dark chocolate may be increasing its popularity as more consumers are looking for indulgent foods that can serve multiple functions such as nutrition or convenience," said Sarah Day Levesque, food analyst at Mintel.

Despite the sluggish economy, the chocolate confectionery market grew 19% from 2007 to 2012. Growth can be attributed to consumers' demand for affordable luxuries or indulgence, as well as the foodie culture responsible for the increased interest in premium, high-quality and artisanal varieties of chocolate. However, due to countering trends, Mintel projects growth in the chocolate confectionery category to slow over the next five years with sales growing only 15% from 2012 to 2017.

Consumers' concern of obesity and related health risks serve as challenges to increasing category sales. In deciding to buy chocolate, 89% of consumers buy it as a treat or reward and 87% buy it as a snack option, while 83% of consumers look at the size of chocolate candy packages to determine the best value for the money and 72% buy chocolate to improve their mood or provide an energy boost.

U.N. investigators say most Syria rebels not seeking democracy

PARIS (Reuters) - Most Syrian rebel fighters do not want democracy and the country's civil war is producing ever worse atrocities and increasing radicalization, independent U.N. investigators said on Tuesday.

Speaking to reporters in Paris, Brazilian expert Paulo Pinheiro said his team of investigators had documented horrific crimes on both sides, although the scale of those committed by President Bashar al-Assad's forces was greater.

"It was said the rebels were angels, but there is only a minority of fighters with a democratic history who believe in the Syrian mosaic and want a state for all," he said.

"The majority of rebels are very far from having democratic thoughts and have other aspirations."

The U.N. Security Council is set to blacklist Syria's Islamist al-Nusra Front as an alias of al Qaeda in Iraq. Foreign fighters, many of them from Libya, Tunisia, Saudi Arabia, Lebanon, Iraq and Egypt, have also radicalized the rebels.

The Islamist element of the Syrian conflict poses a quandary for Western powers and their Arab allies, which favor Assad's overthrow, but are alarmed at the growing power of militant Sunni Muslim fighters whose anti-Shi'ite ideology has fuelled sectarian tensions in the Middle East.

While Assad has repeatedly labeled opposition forces as "terrorists", Western powers have backed non-Islamist rebel fighters by providing aid and non-lethal assistance.

On Monday, the European Union effectively lifted an arms embargo that could allow countries to arm certain rebel forces by failing to agree to renew it.

Pinheiro declined to comment on that decision, but suggested identifying groups acceptable to the West was difficult.

"There is a very complicated distinction between the bad and the good rebels," he said.

Pinheiro leads an independent team of some two dozen experts mandated by the United Nations that documents crimes committed during the conflict, in which at least 80,000 people have been killed.

Its next report is due out on June 4 and will be based on interviews since February conducted abroad with victims and witnesses, as they have not been allowed into Syria.

"The report is dreadful in terms of a combination of secularization, radicalization and an escalation in violations of human rights and laws of war," he said.

Both government forces and armed rebels are committing war crimes, including killings and torture, spreading terror among civilians in the more than two-year conflict.

Carla Del Ponte, a former Swiss attorney general who served as prosecutor of the International Criminal Tribunal for the former Yugoslavia and is one of four commissioners on the team, said she had never seen violence like that in Syria.

"The crimes are committed by both sides," she said. "The cruelty of these crimes is unbelievable. I have never seen that, not even in Bosnia."

Afghan insurgents attack International Red Cross in Jalalabad

JALALABAD, Afghanistan (Reuters) - A suicide bomber blew himself up at the gate of the International Committee of the Red Cross (ICRC) office in the Afghan city of Jalalabad on Wednesday and two more insurgents entered the building, local officials said.

Afghan security forces were fighting the attackers inside the ICRC building, according to Ahmad Zia Abdulzai, spokesman for the governor of Nangarhar province.

Black smoke billowed out of the building after the blast at 5:30 p.m. (1300 GMT), and heavy gunfire could be heard.

A spokesman at the Geneva-based ICRC headquarters said it was in touch with the Jalalabad office, where there are six foreign members of staff and dozens of local employees.

The attack came less than a week after a band of insurgents assaulted the office of the International Organization for Migration (IOM) in Kabul, killing three civilians and injuring four foreign aid workers.

The ICRC's $90 million-a-year operations in Afghanistan are the group's biggest in the world. Some 1,800 ICRC staff work on projects ranging from providing orthopedic limbs to the war wounded to visiting militants in Afghan jails.

(AP) ? Los Angeles County Sheriff's detectives are investigating Justin Bieber for reckless driving after witnesses ? including former NFL star Keyshawn Johnson ? complained about the pop-star's alleged freeway speeds in their gated community in north Los Angeles County.

At about 8 p.m. Monday, Bieber allegedly drove his white Ferrari at freeway speeds in what is a 25 mph zone, Sheriff's spokesman Steve Whitmore said.

Johnson was outside with his 3-year-old daughter who was preparing to get into a small electric car when Bieber zoomed by. Johnson was upset and got into his Prius, following Bieber to his nearby home. As the garage door was closing, Johnson put out his arm and stopped it, telling Bieber he wanted to talk about his reckless driving.

Whitmore said Bieber scurried into his home without speaking.

The Los Angeles County Sheriff's Department received two calls and responded to the location. When they tried to talk to Bieber, however, they were also turned away.

"His security detail said he declined to talk to us based on the advice of counsel," Whitmore said.

Deputies interviewed two witnesses, including Johnson, and wrote up their report. They handed that off to detectives who are continuing to investigate the incident.

"Their eyewitness testimony to our deputies was definitive ? not only the speed, not only the vehicle, but Mr. Bieber was sitting and driving in the driver's side seat," Whitmore said.

Deputies plan to send a reckless driving report to the Los Angeles County District Attorney's Office to consider filing misdemeanor charges in the next week or two.

Bieber's publicist did not immediately return a call for comment. Johnson declined to comment via ESPN, where he now works as a TV commentator.

Prosecutors are also looking at whether to charge Bieber for battery in a separate incident involving a neighbor, who complained the pop-star attacked and threatened him.

"We take this very seriously and if this actually did occur, which it appears that it did, it is unacceptable behavior from anybody, anywhere, anytime," Whitmore said.

Scientists find mechanism that causes noise-induced tinnitus and drug that can prevent it

May 27, 2013 ? An epilepsy drug shows promise in an animal model at preventing tinnitus from developing after exposure to loud noise, according to a new study by researchers at the University of Pittsburgh School of Medicine. The findings, reported this week in the early online version of the Proceedings of the National Academy of Sciences, reveal for the first time the reason the chronic and sometimes debilitating condition occurs.

An estimated 5 to 15 percent of Americans hear whistling, clicking, roaring and other phantom sounds of tinnitus, which typically is induced by exposure to very loud noise, said senior investigator Thanos Tzounopoulos, Ph.D., associate professor and member of the auditory research group in the Department of Otolaryngology, Pitt School of Medicine.

"There is no cure for it, and current therapies such as hearing aids don't provide relief for many patients," he said. "We hope that by identifying the underlying cause, we can develop effective interventions."

The team focused on an area of the brain that is home to an important auditory center called the dorsal cochlear nucleus (DCN). From previous research in a mouse model, they knew that tinnitus is associated with hyperactivity of DCN cells -- they fire impulses even when there is no actual sound to perceive. For the new experiments, they took a close look at the biophysical properties of tiny channels, called KCNQ channels, through which potassium ions travel in and out of the cell.

"We found that mice with tinnitus have hyperactive DCN cells because of a reduction in KCNQ potassium channel activity," Dr. Tzounopoulos said. "These KCNQ channels act as effective "brakes" that reduce excitability or activity of neuronal cells."

In the model, sedated mice are exposed in one ear to a 116-decibel sound, about the loudness of an ambulance siren, for 45 minutes, which was shown in previous work to lead to the development of tinnitus in 50 percent of exposed mice. Dr. Tzounopoulos and his team tested whether an FDA-approved epilepsy drug called retigabine, which specifically enhances KCNQ channel activity, could prevent the development of tinnitus. Thirty minutes into the noise exposure and twice daily for the next five days, half of the exposed group was given injections of retigabine.

Seven days after noise exposure, the team determined whether the mice had developed tinnitus by conducting startle experiments, in which a continuous, 70 dB tone is played for a period, then stopped briefly and then resumed before being interrupted with a much louder pulse. Mice with normal hearing perceive the gap in sounds and are aware something had changed, so they are less startled by the loud pulse than mice with tinnitus, which hear phantom noise that masks the moment of silence in between the background tones.

The researchers found that mice that were treated with retigabine immediately after noise exposure did not develop tinnitus. Consistent with previous studies, 50 percent of noise-exposed mice that were not treated with the drug exhibited behavioral signs of the condition.

"This is an important finding that links the biophysical properties of a potassium channel with the perception of a phantom sound," Dr. Tzounopoulos said. "Tinnitus is a channelopathy, and these KCNQ channels represent a novel target for developing drugs that block the induction of tinnitus in humans."

The KCNQ family is composed of five different subunits, four of which are sensitive to retigabine. He and his collaborators aim to develop a drug that is specific for the two KCNQ subunits involved in tinnitus to minimize the potential for side effects.

"Such a medication could be a very helpful preventive strategy for soldiers and other people who work in situations where exposure to very loud noise is likely," Dr. Tzounopoulos said. "It might also be useful for other conditions of phantom perceptions, such as pain in a limb that has been amputated."

Report: Gunmen kill 3 Lebanese troops near Syria

BEIRUT (AP) ? Gunmen fired on a Lebanese government checkpoint near the Syrian border on Tuesday, killing three soldiers, the state-run National News Agency said. The attack comes amid escalating tensions in Lebanon linked to Syria's conflict, in which rival Lebanese groups have taken sides.

The fighting in the volatile Lebanon-Syria border region also comes just hours after the European Union decided not to extend an arms embargo on Syria, enabling member states to send weapons to help Syria's outgunned rebels and step up the pressure on the government of President Bashar Assad to seek a negotiated settlement to the 26-month-old conflict.

Lebanon's official news service said the pre-dawn shooting was at a roadblock near the predominantly Sunni town of Arsal, in hills about 12 kilometers (seven miles) from the border. The army said in a statement it's investigating the attack and its troops have launched a massive search for the gunmen.

The Lebanese are divided over Syria's civil war, with Shiite militant group Hezbollah fighting alongside Assad's troops while large numbers of Sunnis back the opposition. Clashes between factions backing the opposing sides in the Syrian conflict have been raging in Lebanon's northern city of Tripoli for days, raising fears that the Syrian violence spilling over into Lebanon will re-ignite the sectarian war that devastated the country before it ended in 1990.

In Brussels, EU member states decided late Monday to allow an arms embargo on Syria expire on Saturday. While none of the block's 27 members have any immediate plans to send arms to the rebels, British Foreign Secretary William Hague said the decision "sends a very strong message from Europe to the Assad regime."

The move is aimed at forcing Damascus to participate in good faith at the prospective "Geneva II" talks next month. The meeting is part of a joint U.S.-Russia initiative.

Hague spoke after an all-day meeting of foreign ministers Monday that laid bare EU hesitation on feeding arms into a civil war that has spread to neighboring countries and threatens to become a regional war if the opposing sides ? Assad's regime and the Western-backed Syrian National Coalition ? remain unwilling to compromise.

Also on Monday, Sen. John McCain, a proponent of arming Syrian rebels and a fierce critic of Obama administration policy in Syria, crossed into Syrian territory on Monday to meet with anti-government fighters.

Washington and many of its European allies have been reluctant to provide rebels with more sophisticated weapons for fear they might end up in the hands of the radical Islamic factions, including the al-Qaida-affiliated Jabhat al-Nusra, a group that has been the most effective fighting force on the opposition side.

Syrian crisis began in March 2011 as peaceful protests against Assad, whose family has ruled the country for more than 40 years. The uprising turned into a civil war after some opposition supporters took up arms to fight a brutal government crackdown on dissent.

More than 70,000 people have been killed and more than five million Syrians fled their homes, seeking shelter in neighboring countries or in other parts of Syria.

Biotech meets DIY hacker culture, sparking new wonders and worries

SEATTLE ? Right now it's a storeroom filled to the ceiling with cardboard boxes and cast-off gizmos, but HiveBio's hacker space is being transformed into the latest frontier for a nationwide DIY biotech movement.

Fueled by crowdfunding, grants and membership fees, community labs?like HiveBio are delving into what's arguably the 21st century's hottest scientific frontier. Once, projects such as DNA barcoding, biofuel-producing bacteria and?glow-in-the-dark organisms?were the exclusive domain of professional researchers. Now they're also the domain of amateurs???including Katriona Guthrie-Honea, a 16-year-old student at Seattle's Ingraham High School who is one of HiveBio's founders.

"When you open up access to biotech and biology, people understand it more," she told NBC News. "They're also less afraid of it."


Guthrie-Honea and Bergen McMurray, a biotech-savvy artist, started working on the HiveBio project several months ago. McMurray drew upon her hacker connections to find the room that will serve as HiveBio's first headquarters, inside Hackerbot Labs' warehouse in Seattle's SoDo industrial area. She also got her hands on boxes and boxes of donated equipment and supplies. Guthrie-Honea, meanwhile, raised $6,425 through a MicroRyza crowdfunding campaign to pay the rent.

Now they're unpacking the boxes, setting up a thermocycler to do amateur DNA analysis and getting ready to open for business sometime in the next month. Anyone 16 or older will be able to use the lab if they pay HiveBio's membership fee (as low as $50 a month) or a $15 drop-in fee. Scores of people are on HiveBio's mailing list for the grand opening.

"We are already looking into a bigger space," McMurray said.

HiveBio and the other biolabs are attracting attention from schoolkids and retirees, from techies who want to build a cool gizmo and entrepreneurs who want to build a cool startup. But they're also attracting attention from the FBI, due to the potential for bioterrorism.

"We don't view them as threats themselves, but they are in the domain of entities that could be exploited for nefarious activities," said Nathan Head, an FBI agent with a Ph.D. in microbiology who works for the bureau's Weapons of Mass Destruction Directorate.

For the past three years or so, Head has been building relationships with biohackers and putting out the word that the FBI is on their side. "We need assistance from the community," he told NBC News. "It's like, 'If you see something, say something.'"

The hackers appear to be getting the message. "With one or two missteps to the contrary, the FBI has been a huge supporter," said Raymond McCauley, co-founder and chief architect for the BioCurious community lab in Sunnyvale, Calif.?

"There's a potential for bad stuff to happen, and the way we're going to deal with that is to have a cadre of people who know how to handle this," McCauley told NBC News. "We want to let a thousand flowers bloom. We want to help people improve their environment and serve as watchdogs in case bad things happen."

Glow-in-the-dark plants?
Bioterrorism isn't the only concern: One of the ventures that took root at BioCurious is the Glowing Plant project, which has garnered almost $400,000 in Kickstarter pledges to create a glow-in-the-dark plant. The project's team members plan to graft snippets of DNA from a bioluminescent bacteria?into a common mustard plant, grow the hybrids in a greenhouse, and send thousands of seed packets to their supporters.

Serbia holds funeral for Yugoslavia's last king

BELGRADE, Serbia (AP) ? Serbia held a funeral on Sunday for Yugoslavia's last king, Peter II Karadjordjevic, who had fled the country at the start of World War II and died in the U.S. in 1970.

The former king's remains, and those of his wife, mother and brother, were interred in the family tomb at St. George church in Oplenac, central Serbia, in a ceremony aired live on the state television.

The funeral was attended by top state officials, who described it as an act of reconciliation and unity.

After fleeing Yugoslavia during its Nazi occupation, the former king never returned because Communists took over the country at the end of the war and abolished the monarchy.

He died in exile at the age of 47 and was buried at a Serbian Orthodox Church monastery in Libertyville, Illinois ? the only European monarch laid to rest on U.S. soil.

"We can no longer afford any divisions and injustice," President Tomislav Nikolic said in a speech at Sunday's ceremony.

Peter was born into a royal family, and his godfather was Britain's King George VI, but his life was often tragic and chaotic.

He was only 11 years old when his father, King Alexander I, was assassinated in 1934 in Marseilles, France. For the next six years the boy's powers were in the hands of a three-man regency headed by his uncle, Prince Paul.

In March 1941, Prince Paul was overthrown in a military coup after signing a pact with Germany.

Peter, then 17, was made the king by the Serb anti-fascists. But when Germany invaded Yugoslavia in April 1941, Peter was forced to flee, first to Greece, then to Egypt, then to Britain, where he headed the government-in-exile. He later lived in France and ended up in the U.S.

History books portray him as a figurehead leader and a victim of cunning politicians.

What Various Effects Pedals Do To The Sounds Of Guitars - Artipot

Musicians let you know that although they play the music, it appears to have a mind of its own. They channel the power that the music offers them when playing, so they will be able to let the music flow through them. An ideal way for the guitarists to further heighten their music is through the use of effects pedals. An effects pedal alters exactly what a listener hears whenever a guitar is being played. The most common guitar effects pedal is referred to as the booster pedal. This kind of pedal provides a guitar a clear and unblemished sound and also lifts the level of a signal. Clean sounds that a guitar can provide has it benefits, however some like a more unusual or distorted sound. Distortion pedals may also create a grubby sound by changing the waveform and additionally mounting the amplifier into an overdrive state. With the ring modulator pedals, a blend of sounds are made with the source sound ,as well as the internal oscillator to generate a mix of the two sounds.


Echo effects pedals allow the sound of a guitar to echo while delay pedals make it so that a guitar's signal is returned back using an abbreviated delay, that has been seen to be quite similar to the sound produced by an echo pedal. Delay pedals also can stretch out the delay so that guitarists can layer sounds over one another. Guitarist that want to get a very harmonious sound eminating from the guitar, a reverb pedal could be one that they'd use. This is accomplished by dissolving the echo at different rates. Chorus pedals divide a signal, suspend portions of it and then gently distorts that part before blending it back into the unaltered half of the signal. A looping pedal is what a guitarist will want to use if they're going for a more layered sound. Looping pedals are the big brother to delay pedals and enable several phrases to overlap one another to produce a fresh and interesting sound.

There are a number of other effects pedals which can be used by a guitar, such as wah-wah pedals, EQ pedals, modeling pedals and envelope filter pedals, which are all filter pedals. If you think guitar playing is just strumming some strings, you better think again, a great deal goes into the quality of sounds coming from those guitars.

GOP's Walker touts state ties during trip to Iowa

WEST DES MOINES, Iowa (AP) ? Scott Walker tried to introduce himself to Iowa Republicans Thursday as so many would-be presidential candidates often do ? one of their own.

After all, the Wisconsin governor weighing a 2016 bid for president spent seven years as a young child living in Plainfield, a tiny town in northeast Iowa Walker referred to a half-dozen times during a 40 minute speech at a Republican fundraiser.

More broadly, the rising GOP figure prescribed what he characterized as a Midwestern approach to politics and the way for Republicans, back-to-back White House losers, to win again.

"I would encourage us all to be more optimistic, more relevant and more courageous," Walker told 600 GOP activists in a suburban Des Moines hotel ballroom. "I think when we do, we win in Iowa, we win in Wisconsin, and all across this great country, and we transform this place we live in."

The first-term governor, who has won party acclaim for taking on unions and overcame a contentious recall election, has been raising his national profile with speeches to national Republican audiences in recent months and headlined fundraisers in New York and Connecticut this week.

Walker was making his first visit Thursday to the state that has traditionally held the first presidential caucuses. He was the keynote speaker at the Polk County Republican Party's annual spring fundraising dinner and also met privately with leaders at a separate fundraiser before the banquet.

The audience applauded when he noted during the speech how he won a larger victory in defeating Democratic Mayor Tom Barrett of Milwaukee during the recall vote last year than he did in his 2010 election. They cheered again when he described the budget surplus Wisconsin has today, compared with the $3.6 billion deficit in place when he took office.

"Scott Walker is a great example of a courageous governor who made the tough decisions and has the state going in the right direction," said Iowa Gov. Terry Branstad, a Republican who attended the event.

Walker opponents, including some who traveled from Milwaukee, said earlier Thursday that Walker had overpromised the number of jobs he would bring in. Wisconsin's unemployment has dropped during his time in office, albeit less dramatically than in other Midwestern states such as Michigan and Ohio.

Walker kept returning in his remarks to his time in Iowa, as a boy, and the son of a Baptist minister. Walker moved to southern Wisconsin when he was 10.

He ticked through the name of a former teacher, a neighbor and the state legislator-turned congressman, "a farmer down the way from us named Chuck Grassley." Grassley is now Iowa's senior U.S. senator, serving his sixth term.

Should he decide to run for president, Walker's Iowa ties and evangelical upbringing could serve him well in Iowa's Republican caucuses, where Christian conservatives make up an influential bloc.

Walker didn't touch social issues. Instead, he urged the party to reach out to voting blocs Republicans have struggled to win, such as Latinos. Walker trumpeted his success winning Hispanic-leaning precincts when he was Milwaukee County executive before being elected governor.

"We've got a message of opportunity and optimism. We've got to be willing to go to places that Republicans typically don't go," he said.

It's a style that works for Connie Schmett, a Des Moines-area Republican who contributed money to Walker's recall campaign and attended the event Thursday.

"He's like your brother, your neighbor," she said. "I've seen a lot of these guys. And he just seems like a good guy."

Rhapsody announces new iOS app, redesigned from the ground up

Not to be outdone by some of its music-streaming counterparts, Rhapsody's releasing a revamped version of its iOS app today. Taking on a newly minted look, the service promises this version will make it simpler for subscribers to access and manage their tunes within the application. Rhapsody added features such as a "personalized" organization that, as you'd expect, organizes your jams under the My Music section and splits them into two different categories: Library and Downloads.

Much like on the Android flavor of the app, Rhapsody also updated the Album and Artist pages to display more useful info and tools, including reviews and additional music controls. In theory, these should pair nicely with the all-new fullscreen player and a pop-up menu that allows you to easily add songs to the download queue. Exclusive: Carrefour to divest 25 pct stake in Middle East venture - sources

DUBAI (Reuters) - Carrefour , Europe's largest retailer, is in advanced talks to divest its remaining 25-percent stake in its Middle Eastern joint venture to local partner Majid Al Futtaim (MAF), two sources familiar with the matter said.

Family-owned MAF is paying between $400-$500 million for the stake, one of the sources said, adding an announcement on the divestment was "imminent".

Carrefour, the world's largest retailer after Wal-Mart , has been cutting its presence globally and sold 2.8 billion euros ($3.60 billion) worth of assets last year to raise cash for investments and shore up its balance sheet.

The joint venture with MAF operates 48 hypermarkets and 42 supermarkets in 11 countries across the Middle East and North Africa.

Carrefour was not immediately available for comment in Paris. A spokesman for MAF in Dubai declined to comment. The sources spoke on condition of anonymity as the matter is not public.

Unlisted MAF is keen to expand its operations in the region and is said to be in talks to buy Egypt's largest supermarket chain from family-owned Mansour Group.

MAF is set to issue a hybrid bond - which combines elements of both debt and equity - to finance the transaction, two other sources said.

Gary Bird said he's "98 percent sure" there are no more survivors or bodies to recover under the rubble in Moore, a community of 56,000 people.

His comments came after emergency crews spent much of the day searching the town's broken remnants for survivors of the twister that flattened homes and demolished an elementary school. The storm killed at least 24 people, including at least nine children. Earlier in the day, the state medical examiner's office cut the estimated death toll by more than half. Early reports had 51 fatalities.

Every damaged home has been searched at least once, Bird said. His goal is to conduct three searches of each location just to be sure. He was hopeful the work could be completed by nightfall, but the efforts were being hampered by heavy rain.

No additional survivors or bodies have been found since Monday night, Bird said.Gov. Mary Fallin vowed to account for every resident.

"We will rebuild, and we will regain our strength," said Fallin, who went on a flyover of the area and described it as "hard to look at."

Amy Elliott, a spokeswoman for the medical examiner, said she believes some victims were counted twice in the early chaos of the storm that struck Monday afternoon. Downed communication lines and problems sharing information with officers exacerbated the problem, she said.

"It was a very eventful night," Elliott said. "I truly expect that they'll find more today."

Authorities initially said as many as 51 people were dead, including 20 children.

New search-and-rescue teams moved in at dawn Tuesday, taking over from the 200 or so emergency responders who had worked all night. A helicopter shined a spotlight from above to aid in the search.

Many houses have "just been taken away. They're just sticks and bricks," the governor said, describing the 17-mile path of destruction.

More than 200 people have been treated at hospitals.

The National Weather Service said the tornado was an EF5 twister, the most powerful type, with winds of at least 200 mph.

The agency upgraded the tornado from an EF4 on the enhanced Fujita scale to an EF5 based on what a damage-assessment team saw on the ground, spokeswoman Keli Pirtle said Tuesday.

The weather service says the tornado's path was 17 miles long and 1.3 miles wide.

Emergency crews were having trouble navigating neighborhoods because the devastation was so complete, and there are no street signs left standing, Fallin added.

Other search-and-rescue teams focused their efforts at Plaza Towers Elementary, where the storm ripped off the roof, knocked down walls and turned the playground into a mass of twisted plastic and metal as students and teachers huddled in hallways and bathrooms.

Seven of the nine dead children were killed at the school, but several students were pulled alive from under a collapsed wall and other heaps of mangled debris. Rescue workers passed the survivors down a human chain of parents and neighborhood volunteers. Parents carried children in their arms to a triage center in the parking lot. Some students looked dazed, others terrified.

Officials were still trying to account for a handful of children not found at the school who may have gone home early with their parents, Bird said Tuesday.

Many parents of missing schoolchildren initially came to St. Andrews United Methodist Church, which had been set up as a meeting site. But only high school students were brought to the church, causing confusion and frustration among parents of students enrolled at Plaza Towers. They were redirected to a Baptist church several miles away.

"It was very emotional ? some people just holding on to each other, crying because they couldn't find a child; some people being angry and expressing it verbally" by shouting at one another, said D.A. Bennett, senior pastor at St. Andrews.

After hearing that the tornado was headed toward another school called Briarwood Elementary, David Wheeler left work and drove 100 mph through blinding rain and gusting wind to find his 8-year-old son, Gabriel. When he got to the school site, "it was like the earth was wiped clean, like the grass was just sheared off," Wheeler said.

Eventually, he found Gabriel, sitting with the teacher who had protected him. His back was cut and bruised and gravel was embedded in his head ? but he was alive. As the tornado approached, students at Briarwood were initially sent to the halls, but a third-grade teacher ? whom Wheeler identified as Julie Simon ? thought it didn't look safe and so ushered the children into a closet, he said.

The teacher shielded Gabriel with her arms and held him down as the tornado collapsed the roof and starting lifting students upward with a pull so strong that it sucked the glasses off their faces, Wheeler said.

"She saved their lives by putting them in a closet and holding their heads down," Wheeler said.

The tornado also grazed a theater and leveled countless homes. Authorities were still trying to determine the full scope of the damage.

Roofs were torn off houses, exposing metal rods left twisted like pretzels. Cars sat in heaps, crumpled and sprayed with caked-on mud. Insulation and siding was smashed up against the sides of any walls that remained standing. Yards were littered with pieces of wood, nails and pieces of electric poles.

President Barack Obama declared a major disaster and ordered federal aid to supplement state and local recovery efforts.

"Among the victims were young children trying to take shelter in the safest place they knew ? their school," he said Tuesday.

The town of Moore "needs to get everything it needs right away," he added.

Obama spoke following a meeting with his disaster-response team, including Homeland Security Secretary Janet Napolitano and top White House officials.

The Storm Prediction Center in Norman, Okla., forecast more stormy weather Tuesday in parts of Texas, Arkansas, Louisiana and Oklahoma, including the Moore area.

Monday's tornado loosely followed the path of a killer twister that slammed the region with 300 mph winds in May 1999. It was the fourth tornado to hit Moore since 1998.

The 1999 storm damaged 600 homes and about 100 businesses. Two or three schools were also hit, but "the kids were out of school, so there were no concerns," recalled City Manager Steve Eddy.

At the time of Monday's storm, the City Council was meeting. Local leaders watched the twister approaching on television before taking shelter in the bathroom.

"We blew our sirens probably five or six times," Eddy said. "We knew it was going to be significant, and there were a lot of curse words flying."

Monday's twister came almost exactly two years after an enormous tornado ripped through the city of Joplin, Mo., killing 158 people and injuring hundreds more.

That May 22, 2011, tornado was the deadliest in the United States since modern tornado record keeping began in 1950, according to the National Oceanic and Atmospheric Administration. Before Joplin, the deadliest modern tornado was June 1953 in Flint, Mich., when 116 people died.
